I would have to back Bill on this one for precisely the point you make - Afghanistan is a failed nation state.

For that reason - the re-emergence of a centralized nation state is not possible as it was in West Germany or Japan where the concept of central authority existed. No 'Marshal' plan can rebuild Afghanistan overnight.

What we can do (and are doing) is establish a strong central government and help it rebuild the core around Kabul and Khandahar. Once it has reached a critical mass - it can expand its influence into other regions of Afghanistan on its own.
