You have proven with official US government archives that Tommie Watson is either a complete idiot... or a deliberate liar... when he claimed that Bush won the 2000 election with a victory margin of "16 million population votes".
You will note that the US does not count "population votes", rather we officially count popular votes, and electoral votes.
Popular vote totals for 2000 were: Gore - 50,996,582 Bush - 50,456,062
Now, as to the claims of "who had the largest popular vote totals", you are correct in what you say.
Three candidates have scored over 50 million votes... not just two: Gore in 2000, Bush in 2000, and Reagan in 1984.
