I clipped this quote from the Department of Defense. "The FBI, the lead government law enforcement agency in the case, recently asked DoD for help in stopping the elusive shooter, who has killed nine persons and wounded two, DoD spokesman Marine Corps Maj. Ben Owens said today." The FBI is not the lead but that is not the point. Since when can the federal government ask itself to use the Department of Defense in individual states? I would think this is appropriate upon the request of the Governors of Maryland and Virginia and the Mayor of the District of Columbia. Does anyone know if the state and city officials actually requested the assistance?
