They're talking about ways to identify the source of propellants. Usually that means taggants. I personally don't want the police knocking on my door just because some criminal used the same lot of propellant as the one I bought down at the sporting goods store.

Those proposals infringe on the right of the people to keep and bear arms. That right is protected but not created by the Bill of Rights.

There is no such protection in England. That's why the crime and murder rate there is rising. Criminals have guns but people don't.
