It seems to me that you have to factor in the November elections. Wall Street is Republican. The bane of Bush I and Bush II has been the economy. Many citizens are angry about their 401k's. A manufactured run might appease them. However, most citizens work for small and medium sized businesses that don't offer 401k's. A powerful run between last week and Election Day will make them "feel" good. Feeling better may translate to assisting President Bush in getting the two groups of citizens to vote for Republican Senate and House candidates. It would be extremely helpful to President Bush to work with a Republican controlled House and Senate for the two remaining years of his administration. Once Wall Street accomplishes that, you can expect the market to go down.
