Here is a suggestion for the authorities running this sniper case. Refrain yourselves from referring to any citizen trying to help you as an "unreliable witness"...you might discourage someone who has a piece of useful info from coming forward because they wonder whether or not it passes your litmus test.

On legislation, I don't believe it's all that difficult to change the lands/grooves of a gun barrel so it gives a different signature. So sounds like the usual cosmetic approach.
