Why spot missles not snipers ? -
Missle have an ENORMOUS infrared and ultra violet signature which lasts several seconds (tactical) to minutes (ICBMs).
It also tends to move as the missle moves, covering a number of pixles in the recon camera.

Muzzle flash from small arms is much smaller, and last less than a second. Driven by about 1/2 to 1 ounce of gunpowder. Ususally does not move, so your have to get the info from one pixel. If the pixel covers a large area, the flash gets averaged out. Tactical missles will have a few pounds to 10s of kilograms of rocket propellent - makes a much bigger flame.

Your point about the white van is a concern. We may be dealing with a very smart criminal/terrorist. White vans are probably more common than any other color.
