It's just part of his name. Jong-Il. Or if you want, Jong Il or Jongil, though the latter will probably be mispronounced.

I'd prefer to hyphenate the name, since it shows the first name as a single name, not a first name and a middle name (or some kind of title as you suggest). But some people, my mother included, don't hyphenate their first names.
