If the objective is to make as big a pile of killings as possible, they would do best to not go for publicity until the killers are captured. And I'm not so sure that Al Qaeda takes public credit for these sorts of things.

But overall, I think the snipings are being done by civilian(s) who recently saw the movie about the WW2 snipers.
