I like occam's razor, however I disagree with your conclusions.

1. Not a serial killer. As you said, targets of opportunity, not meeting a specific profile. Serial killers like to get personal.

2. Not a spree killer. Spree killers are uncontrolled and acting on impulse. Most end up dead very soon after the spree starts. Actions beg to be caught.

3. Since this doesn't fit into the two common forms of multiple homicides, look at other possibilities. Look at motive. Look at the affect on the population. The population is terrorized. It hurts the people in the area economically and socially. The victims are seemingly random. I believe that they are not random. Rather that they are chosen partly by opportunity, but partly to get a broad cross section of the population. Blacks, Whites, Indians, Women, Men, Children. Nobody can feel safe. I believe that the sniper is targeting "Americans" and deliberately trying to get a broad representation. And the motive of the sniper just being a thrill killer just doesn't make sense. There is just too much deliberation and self control for this. IMVHO...of course.
