We didn't sell or give him many weapons nor did our government assist in his creation of WMD.

We did allow export of some "dual use" items that where sold commercially, were also being sold to most other countries, and could also have been bought from multiple other sources if we did not allow our companies to sell them. Its a big stretch to take that and make it in to "we...assisted him in his development of WMD" or "we were intertwined with Iraq".

As for keeping things balanced.........I can't help but be cynical.

There is no cause to be cynical in this case. We thought Iran might sweep over Iraq and dominate the ME. We wanted to keep that from happening. If you want to be cynical you might figure that we hoped the Iraqis and Iranians killed enought of each other so that they where both weak but the destabilizing the region was not in our self interst.
