Rick,

I have routinely hit ground hogs at 200 yards from a rest with a Sako .308 and a Thompson Center Contender Carbine in .223 with open sights.

Hitting a human at 200 yards in the chest is not a tough shot.

I also believe it is possible with a traditional AR15 fitted with a better than issue sight....but not necessarily a telescopic version.
