The "Founding Fathers" allowed the private ownership of any military weapon at all. They placed no limitations on, for example, how many guns a private ship could mount. The result was that during the war of 1812, privateers mounted 5x as many cannon as US government owned ships, and captured 5x as many enemy ships.
