While it is disappointing that the offering happens with the stock price as low as it is, it is probably smart to get some funding rather than run the risk that the stock could be trashed in expectation of future funding on even less attractive terms. I think it is an encouraging sign that the company seems reluctant to sell off significant interests in its pipeline.

From the silver lining department: getting additional funding may improve TLRK's bargaining position around potential partnerships. They mentioned they were shopping for partners for the oncogene program. This should put them in a stronger and less desperate position.
