I don't agree. The technology of killing is pretty much identical no matter who uses it and for what means. There are exceptions, such as the mass murder of civilians using gas chambers, but by and large, a bullet is a bullet is a bullet.
I'm going to guess that you've never read the US field manuals on sniping, booby traps etc. I may as well link them in.
Here's the field manual on sniper training. You can find useful information if you ever get attacked by a dog, for instance:

Most people are unaware that booby traps are legal in combat. Here is the US manual that explains how to create them, and the laws that govern their use:
