Somebody please tell me, what is to prevent North Korea, which has enriched uranium but no money, from selling 40lbs of the stuff to Saddam Hussein, who has the bomb but no uranium, and billions of dollars to pay for it?

Recent American foreign policy comments encourages these two further disenfranchised street kids to be best buddies. Sell enriched uranium?? No, just trade the warheads for the delivery system. One desperately needs money and the other desperately needs a fix (weaponry). How deliciously symbiotic.
