You just heard kennykins giving you legal speak. It was the legal speak of the technically retarded who speak of nuclear bombs having no clue to the fact that uranium does not grow on trees and one needs technology and resources. stupid mr. bill gave them the technology and to the extent that was not checked and other resources were provided it gave NK more resources to procure uranium.
