Hi Sarmad,
At my firm a new end year round of layoffs, yet unannounced, will be cutting muscle not fat. And as head of sales, i finally can see light at the end of the tunnel as CTOs talk about the necessity of upgrading old systems just as they are making their final round of layoffs. They say things like this time we must do this or we will fall hopelessly behind in the next up cycle. So my belief is that what we are seeing now in the way of pullbacks is the calm before the storm of orders we will see early next year or even sooner if these folks have money still available to commit this year.
I am in the financial services industry. Our products that are for sale now will actually give these folks new technology at lower costs than they are now paying. In order to implement these systems they will need people on their end for the conversions. So you have a classic case of those key folks being layed off just at the wrong time. So maybe it is just like amat in 1998 ("I recall from 1998, that when AMAT finally had a layoff of engineers, immediately after that the upturn in orders began, and they scrambled to rebuild their staff.") and perhaps just like amat in a couple of months.
