No. In fact we did something like this in Iraq under Clinton when we funded "opposition groups" in Iraq. This is a murky area -- but it could probably best be called state sponsored terrorism. When other countries do it we call it state sponsored terrorism. When we do it, we call it supporting "freedom fighters".
