Sure. ANAD and TQNT have announced that they have done that. ICGE has also done it in the past. SEPR has done in it "privately negotiated" transactions - I don't know exactly what they mean, but I assume that SEPR bought from brokers and mutual funds directly. ICGE tried to buy a lot of bonds in a "Dutch auction" format, but got very few bonds tendered. Other companies have bought in a general tender for the bonds.
