I guess Korea did not promise not to enrich uranium, so they had an "out."


They agreed in the '92 treaty with South Korea not to enrich Uranium. They agreed in the '94 treaty with us to honor the '92 treaty. So they are on the hook.

Not that it makes any difference when you sign treaties with scum.
