What does declaring war on Iraq have to do with anything? We fought, with both congressional and UN support, to defend Kuwait against an aggressor. Saddam is still in power because we stopped short of total defeat of him and his army. We stopped because we (and Kuwait) agreed to a cease fire. Do you understand any of this, dumba$$?
