Like he started doing in Afghanistan when he learned his Satphone was being listened on. Human messengers. If he was in Saudi Arabia amongst friendly tribes, he would have accomplices who had access to the outside world who would not be under scrutiny. Writing a letter or conveying a memorized message is the oldest means of communication.

As to not being able to use a computer, why not? The Internet is too vast and too slippery even for the NSA. Case in point. Sitting in an internet cafe somewhere in Saudi Arabia, a terrorist could be sending coded messages through HOTMAIL for crying out loud, without the NSA ever hoping to detect it. Go through an open proxy or three in the US so it looks like a US native internet connection, and no one is the wiser that the real sender is sitting in Jeddah. And that is the most braindead simple approach I could think of.
