What are we to believe? I am certain that there is no growth built into most companies numbers, so almost everything is DRASTICALLY underpriced based on what peak prices could be in 2-3 years. But semi-equip bookings have collapsed again. The telco-equip customers still will be tight with cap-ex for the visible future. If pc growth isn't good, and network buildout spending is badly restrained, where do we go from here? It's a reasonable question. The way out of this for an investor is simply buying at give away prices with some sense of ceratinty that better days are less than 1 year ahead, and you won't get hit too hard in the meanwhile. I think we are there but I wish it was more sure.

edit: I read somwhere someones take that xp is good enough to extend the life of a lot of pc's bought in 98-99. I completely agree. I think it extends the replacement cycle.
