I suppose the deal will go, "Allow me in to live and you can have half these trucks of gold bars and stuff. I've got some other loot too, so I can pay an annual fee to enjoy continued protection."

I think GeorgeW would go for that option as better than a mess in Baghdad, probably involving quite a lot of USA soliders dead and maimeed, not to mention untold Iraqi soldiers and civilians.
