Bush and Swarzkopf chose not to unilateraly declare war on Iraq. Bush and Swarzkopf chose not to invade Iraq. Bush and Swarzkopf chose not to depose Saddam. Bush and Swarzkopf chose not to take any action whatsoever except those actions which are explicitly sanctioned under the authority of the UN. All of these were good decisions. If Bush and Swarzkopf had invaded Iraq Saddam would no longer be an issue. That would have required Swarzkopf to invade Iraq and it would have been illegal -- Swarzkopf knows that even if you don't. That is why he did not do it. THAT IS WHY HE CONTINUES TO SAY THAT "WE HAD NO CHOICE". If you think Swarzkopf had a choice perhaps you should write to him and tell him he is full of sh$t -- I am sure he could use a good laugh.

All of this is the foundation for our current attempts to get the UN to give us authority to invade Iraq. We did not have that authority in 1991. We do not have that authority now. And we are never likely to get that authority, especially after the idiotic "regime change" policy pushed by Cheney for the past year. Our only other avenue to attack Iraq is to pretend that Iraq is about to attack us -- far-fetched to say the least. If we were about to be attacked by Iraq then we could act within accepted international standards of self-defense. The rest of the world thinks this is bullsh$t -- and it almost certainly is bullsh$t.
