But, being as cynical as I can be, it does strike me that October is the perfect time to tell the Koreans that unless they finally come clean about their nukes and disarm, they can freeze to death in the dark. We finally broke ground on the light water reactors in August of this year, and their heavy water reactors are inactive. We have been providing them with fuel oil as an interim solution. It's getting cold now. Coincidence?
