That's not what he said. He said it would have been a war crime because it was prohibited, explicitly, by UN resolutions. He can't find a thing to substantiate that claim, so he just says "everyone knows it."

Of course there was no mandate - no mandate from the people back home. But deciding not to do it does not make doing it illegal.
