I recall trying to get the paperwork and permission to connect a modem to the phone line under the old monopolies. All they allowed was acustic couplers which would handle about 300baud. They had absolutely no interest in exploring these uses for the phone lines since they were making all the money they could spend on Sunday calls to Grandma and pooled faxes from one business to another.
