As usual, you say something and the link does not support your proclamation. As the report states, congress was informed:

members of Congress on both sides of the aisle had been receiving briefings for months about U.S. intelligence reports that North Korea had resumed its nuclear weapons program, in violation of a 1994 agreement with the United States and others.

And like it or not, Tom Dashole is not in charge and not the legitimate government. Get used to it.
