The US is pursuing a UN resolution now because there is no UN Resolution under which the US could invade Iraq and go after Saddam. I am not aware of any knowledgeable person who would support your revised version of the choices we made in 1991. You are simply wrong when you say the following:

"The limiting factors were a lack of American voter appetite for a potentially drawn out and bloody battle and limited coalition support for a total defeat of Saddam, not international law or UN prohibitions. In other words, it was a purely political decision, not a legal issue."

On the contrary, according to Schwarzkopf it was entirely an issue of whether or not we would stay within the legal confines of the UN mission. The US did not act on its own in 1991. The UN took action and we moved under the UN umbrella. On our own we would need a legal basis for action -- there was no legal basis -- ourtside of what could be provided by the UN. There is no legal basis now outside of what could be provided by the UN. The UN Security Council, not the US, decides what actions are, or are not, authorized to be taken in the name of the UN. The US is getting nowhere with with the UN Security Council in its call for an invasion and regime change in Iraq. We mishandled this from the beginning -- Cheney gets a large portion of the "credit" for this botched mission.
