There was a claim by the Czech Republic that there was a meeting between Atta and Iraqi Intelligence...Israel may have chimed in on that one...may have even been the source of the rumour. But after an exhaustive look by US Intelligence there was no evidence to be found that any such meeting ever took place and the Czech Republic never offered any evidence. There wasn't even any evidence that Atta was in or near Prague at the time of the alleged meeting.

Perhaps, that is why they believe there is a link.
