From what I could gather, they are receiving the food and even noting from whom it comes.

I am sure that the army is getting the food just fine.

I do believe there are controls and gauges by which those responsible can know if the food is actually getting to the people.

I have heard some of those aid workers interviewed and they say it's not getting to the people. So you think we should keep it up?
