Israel has had this problem for 75 years, but the worst year of all has been the most recent one.

Well no, certain other years, like 1948 for example, were much, much worse.

What does that say about the tractability of the problem?

That expecting to improve matters by giving concessions to terrorists is a really stupid idea?
