After several critical communications, much of my fog of confusion has been removed, even though the need for strict compartmentalization remains.
Because it’s your world too, it’s time to go on the record and give Americans part of the big picture with this one time special report.
Shortly after the Gulf War, President George H.W. Bush, as former Director of the CIA, foresaw a need for an underground army that could fight a truly unconventional war using the same techniques used by our adversaries. All members were assigned specific responsibilities, including some members that could act as bait to any future domestic recruiters for a terrorist group. Originally composed solely of militant Republicans, President Clinton liked the covert plan, and helped to add many militant Democrats to our army. After 9-11 our army includes members from all aspects of American society and now further recruiting is unnecessary.
Because my area of responsibility was of global reach rather than domestic, my grasp of the war at home was not comprehensive. This has been rectified, although more tools would still be useful.
In my communications I recommended mercy for those who voluntarily turn themselves in to the authorities. Failure to turn themselves over to the authorities will result in the most severe penalty for each individual on a case by case basis. For some perpetrators this means they will be killed (or paralyzed) while attempting to elude capture. For other perpetrators it means they will spend the rest of their lives trapped in a small windowless maximum-security cell at Pelican Bay. I personally suggested that justice be dispensed as the Native American tribes dispensed it to traitors, but this was seen as extreme to some for the time being. Besides, as of today the Blackfeet, Crow and Sioux Nations won’t accept any of this “toxic waste” on their land.

Another beautiful part of the underground army is that the powerful business members of our army will force all of the extended family members of the uncooperative perpetrators into eternal poverty. Just try to prove that their “bad luck” was not the result of our invisible underground army.
