Actually, it is perfectly reasonable, and falls under the general category of raisons d'etat: that some niceties must yield to exigent circumstances. There were people who thought that the bombing of Belgrade was illegal, but I maintained that the need to prevent a probable genocide was adequate justification for not following UN procedures, even though it was Clinton, and, of course, most of the world acquiesced. The hens are already out of the coup.........
