the letter was "very lengthy" and poorly worded, bordering on broken English
Well, no different than people we've all run into on SI (gg).
At this point in time I'm totally confused. The last two shootings, as did the school shooting, appeared to have come from within the nearby woods. This very clearly implies the killer was *not* in his car at the time of shooting. It also implies that for some period of time he had to walk to and from a vehicle carrying a gun. I can't believe said gun would be a "conventional" rifle, like an AR-15.
It seems more likely the gun was small enough to fit into his pants or jacket. If so, there would be no real need for him to peel away in a vehicle. Just calmly walk away. Unless someone actually saw him shoot, which he'd make sure they didn't by obscuring himself behind something, the odds someone could place the one single shot from not only his direction but distance would be quite remote. Besides, as we've heard, all eyes first go to the victim. A distant second would be to any moving vehicles, especially white vans.
So, after the shooting, the sniper calmly walks into a supermarket, Home Depot, restaurant, etc. and blends in. When the roads are open, he proceeds to where he has to go. Since he has delayed before getting into his car, it's very unlikely he will have aroused any suspicion at all and thus no one would likely stop him on the roads anyhow.
