There are circumstances and there are circumstances. An invasion of Grenada was not one of those pressing humanitarian disasters that demands immediacy. There are other cases where there is.

However the thrust of article was not in any sense written with that topic in mind. If you contend that such a policy of pre-emption and what appears to be a temporary suspension of international law is perfectly reasonable....then it seems that you would clearly support a pre-emptive attack on the US and Britain by Iraq. Both countries [the US and Britain] have openly indicated an intent to invade Iraq and [depending on what time of the day it is] overthrow the government. The US has certainly demonstrated it's willingness to use WMD; both countries have demonstrated the willingness to target civilian populations. Both countries have a record of funding terrorism. The US has for some time been violating the bio-warfare treaty.

For those that thought a preventitive policy of MAD was mad, a world that adopts a pre-emptive policy to perceived threats is certain to result in MAD.
