So why not just release every detail they have and let several million others have a shot at ID'ing this guy?

It's possible that he has threatened to kill hundreds. Or target schools in particular. So releasing every detail will cause further panic - something we can do without.

Besides, he may just be trying to mislead. So releasing every detail may play into the sniper's hand, IMHO.
