It's possible that he has threatened to kill hundreds. Or target schools in particular. So releasing every detail will cause further panic - something we can do without.

Keep in mind that the State Department is routinely issuing warnings about all sorts of heinous "panic-inducing" things, such as biological and chemical warfare on our soil, the blowing up of certain bridges and tunnels, the targeting of nuclear power plants, etc. So why should the sniper's warnings be treated any differently when his words may conceivably be used to find and stop him?
