Totally a crisis management type response, but hardly the first municipality to defer their financial obligations until their legal department issues the memo that says "You MUST do this."

I hope the property owners have enjoyed their artifically low tax rates for the past number of years. For Minneapolis and every other city, county and state, it's only just beginning to become "Pay the Piper" time
