Something like that happened a few years back in Alaska. Someone shot out a power station early on election night (it gets dark early up here in November) with the result that turnout was very low in Anchorage, where they favored moving the capitol. The rest of the state voted mostly against the move, so that the capitol stayed in Juneau on a close vote count. So, maybe not as wild as you thought.

But I doubt it. And it was funny.
