Continuing my "what the hell do I know" analysis...

Here are two very interesting quotes:

The Los Angeles Times, citing unidentified federal agents, said the letter was "very lengthy" and poorly worded, bordering on broken English.

and

"In the past several days, you have attempted to communicate with us. We have researched the option you stated and found it is not possible electronically to comply in the manner that you requested," Montgomery County Police Chief Charles Moose read in his communication.

It seems odd to me that someone asking for "electronic communication" would write a "very lengthy" handwritten note. It also seems equally odd that someone apparently not versed in English would write something lengthy.

The killer seems to be going to great lengths to assure his calls won't be traced. He also seems to pick spots he knows well so he can escape easily. This guy isn't stupid. I refuse to call him "intelligent", but he's certainly smart enough to be sure not to give easy clues in his letters. Therefore, I would think he's probably not a foreigner but instead trying to appear as such.
