Not only that, but if this were a terrorist he could be killing an awful lot more people with well placed explosives--a dozen or two at a time, rather than a dozen over three weeks. My guess is that he's a home grown lunatic, perhaps ex-police or military given his methodical tendency and what seems to be knowledge of how not to be detected.
