Completely agree.

I'm at exactly the avian point in Pollack's book you discuss. I agree that there is absolutely no hint of a political axe being ground by the senior civil service professionals who labor in the foreign policy arena at the sub-politician level. It's very refreshing not to have to bring out the Patented Handy Dandy Spin-o-Matic Spin-O-Scope to read between the lines, decipher motives, etc.

The impression I get is one of quiet professionals doing their work quietly with the best interests of the nation in mind. Who can ask for more?

If fault is to be ascribed, it can be laid at the feet of the politicians who make decisions based on the policy options with which they are presented. At that level, politics reigns supreme.
