Specificly in the context of the second amendment I am saying that the preamble touting the necessity of militias was and is meant to establish a limitation on the right to bear arms. It's not so much that it is trying to explicity limit that right to members of the militia, (or national guard or somthing) but that it does establish that the right must be based on a reason.

This is different from the interpretation that individuals have an inherent and absolute right to weapons which they only lose to some malfeasance. The example reason, in this case a militia, is setdown as a precondition to the right.

In implementation this means that society, in the form of the government, has a legitimate reason to know who has weapons, a general idea of why they have them, and the ability to control the transfer of arms to ensure that the recipient also has established that the weapon will be used in a responsible manner.
