Not really but if the ransom-sniper is just a lone wolf operative it would shut the killings down and get the ransom-sniper out of the country. Unless the money communication is a ruse or from a third party hoping to cash in it would be cheaper to pay than continue the media frenzy city shutting down game that is being played now.

All that has been achieved so far is the nabbing of two wetbacks.
