C-4 costs about $1000 for 50lb from legitimate suppliers, apparently. Presumably there's a premium to pay if you're getting it on the black market.

Home made explosives are much cheaper and no less effective. The bomb the IRA used in the Bishopsgate attack, for example, was just fertiliser and sugar.
