Well, I would say that if they are in uniform, they are a fair military target.

If we're talking about Geneva Convention-type standards, they talk about "due care" not to kill civilians -- neither giving carte blanche to attack civilians because you know they are probably some soldiers among them, nor forbidding attacking civilian areas if it's the only way to attack the soldiers.

Of course, the Pals themselves just say, 'all Israelis are soldiers,' and have not shown the slightest discrimination among their targets, beyond preferring to kill Jews. They don't even make a serious attempt to avoid killing Arabs. As long as they kill some Jews, they treat the attack as a success.
