Obviously I left out a lot in my post. Rather than have a system based only on competition and then "fix it" with 100s of exceptions and regulations, the "judicious balance" between competition and cooperation needs to be at the core. How do you strike that balance? Is the balance dynamic (moving)? What "feedback mechanisms" will keep the balance? Wish I knew. lurqer
